Observers (primarily social media watchdogs) indicate these watercraft operators are active during daytime hours, frequently decorated with patriotic flags, while participating in questionable behaviors including:

Smiling
Playing music
Waving to strangers
Buying gas, food, drinks, and merch locally
Stimulating the local economy without a permit

This behavior has left many residents shaken.
